The numbers on this page come from the inputs you enter and the method stated: 3,600 seconds to an hour, 52 weeks to a year, twelve months to a year, and nothing else. No industry shrinkage figure, no occupancy benchmark and no assumption about your attrition; every one of those is yours to enter.
HR metrics for performance management are the measures of the process rather than of the people: whether the cycle finished, whether it finished on time, whether managers rated comparably and whether anything happened as a result. They are the HR owner's instruments, and they are worth separating from performance data about individuals because they answer a different question. Not how is this person doing, but is this cycle working well enough to be worth what it costs.

Start with completion and lateness
The share of reviews completed and the median days past the due date, by manager and by team, are the two that predict everything else. A cycle that completes at seventy percent is not producing a comparable set of anything, and no amount of analysis downstream repairs that.
Compare rating distributions between managers
Same roles, different managers, different shapes of distribution is the signal that the scale is not shared. It is not proof that anyone is wrong, and it is the right thing to put in front of a calibration session.
Count the reviews that contain reasoning
A rating with no written justification cannot be defended, revisited or learned from. The share of reviews carrying real written reasoning is a quality measure that is cheap to collect and unusually honest.
Measure whether the output reached a decision
How many ratings changed pay, a development plan, a promotion or next year's headcount. If the answer is close to none, the cycle is costing manager hours and buying nothing, and that is a finding worth having early.

HR metrics for performance management: common questions
Should these metrics be published to managers? Completion and lateness, yes, because they change behavior. Rating distributions are better used inside calibration than published, since published distributions tend to be gamed towards the middle.
How many metrics is enough? Four or five that each attach to a decision. A longer list gets built, admired once and ignored, which is the usual fate of a dashboard nobody has to act on.
Are these the same as performance metrics for employees? No, and mixing them is a common mistake. These measure the process; employee performance metrics measure the work, and they belong to different owners and different conversations.
