The numbers on this page come from the inputs you enter and the method stated: 3,600 seconds to an hour, 52 weeks to a year, twelve months to a year, and nothing else. No industry shrinkage figure, no occupancy benchmark and no assumption about your attrition; every one of those is yours to enter.

A health reimbursement arrangement is the employer's own money, promised under written terms, reimbursing medical expenses that the terms allow. That sentence contains the whole reason HRA administration companies exist: somebody has to read the receipts against the rules, and the employer cannot do it without seeing its own people's medical detail. This page covers what HRA administrators do, why substantiation is the job rather than a formality, how the service is priced, and what an employer has to decide before appointing anyone.

Substantiation is the job

An HRA reimburses expenses the written arrangement permits, which means every claim has to be checked against those terms before it is paid. Doing that in house means managers and finance staff reading colleagues' medical receipts, which most employers correctly refuse to do. Buying administration is therefore mostly buying somebody to stand between the employer and that detail, and the quality of that separation is worth more attention than the portal.

The arrangement is a document, and the document has to be current

What the HRA covers, who is eligible, what happens to an unused balance at year end and whether it carries over are written terms, not settings. An administrator should hold the current document, apply it, and tell you when a design decision you have made requires it to change. Ask to see the document they are administering to, because a mismatch between the document and the practice is the failure that surfaces years later.

Price it per participant per month, and read the floor

The usual shape is a rate per participating employee per month, often with a monthly minimum. At small headcounts the minimum is the real price, so work out what it costs per participant at your actual number of participants rather than at the headcount in the example. Ask separately about card issuance, substantiation review and year end reporting, which are sometimes inside the rate and sometimes not.

Decide the design before you shop for the operator

Which flavour of arrangement, what it reimburses, who is eligible and how much per person per year are employer decisions with tax consequences attached, and they belong on the plan record beside the headcount they apply to. Shopping for an administrator before those are settled means being sold a design by the firm that will be paid to run it.

HRA administration companies: common questions

What do HRA administrators actually do? They hold and apply the written arrangement, take and substantiate claims against its terms, reimburse what it allows, keep the participant records and produce the year end reporting. The substantiation is the substance: it is the part the employer cannot do itself without reading its own people's medical detail.

Why can we not run an HRA in house? Some employers do, and the reason most do not is privacy rather than cost. Checking claims means handling medical information about colleagues, and a small finance team cannot do that at arm's length. This site publishes no legal advice; the practical point is that the separation is most of what the fee buys.

How much does HRA administration cost? Typically a rate per participating employee per month with a monthly floor, which means the floor is the real price below a certain number of participants. Reduce any quote to cost per participant at your own participation, and ask whether cards, substantiation review and year end reporting are inside the rate.

Does Orgplanly administer an HRA? No. It keeps the plan the arrangement is budgeted inside, so the per person allowance and the administration fee sit beside the roles and the headcount they were planned for. It handles no claims and sees no medical detail.
