An engagement app solves one real problem and creates one real risk. Reach is the whole argument, and it is a good one
If half your people work a shift, drive a route or stand at a bench, email response rates will be poor and skewed, and the survey will systematically under-represent exactly the group whose engagement is most in question. An app, a kiosk or an SMS link fixes that, and any of the three is better than pretending the office response rate is the company's. Work out what share of your headcount has no work email before you evaluate anything, because that number decides whether this category is necessary or optional for you.
Personal phones need a policy before an app
Installing anything on a device you do not own raises questions you should answer before the rollout rather than during it: is participation on personal devices voluntary, is data used, is time spent answering on a personal phone paid time. That last one is not rhetorical. Rest periods of short duration, running from 5 minutes to about 20 minutes, must be counted as hours worked (29 CFR 785.18), and if you are asking non-exempt employees to answer during the working day, the time is work. Decide it deliberately with your counsel and say what you decided.
An always-on channel needs an owner
Every engagement app arrives with recognition feeds, announcements, pulse prompts and nudges, and every one of those is a message to your whole company. Without a named owner and a rule about frequency, the channel fills, people mute it, and the response rate you bought the app for goes down. Decide who may send, how often, and what happens to comments, before anybody installs it.

Do people actually install a work app? Some will and many will not, and the ones who will not are often the group you most need to hear from. Plan for a mixed approach, kiosk or SMS alongside the app, and measure response by group rather than in aggregate so you can see who is missing.
Is an app better than email for response rates? For deskless populations, usually and substantially. For an all-office company the gain is small and the extra channel is a cost. The honest test is what share of your people have no work email.
What about anonymity on a phone? The technical answer varies by product and the practical answer is what people believe. Ask any vendor to show you exactly what an administrator can see, then tell your people that in plain words, because a survey people think is identified is a survey that returns polite answers.
