The three models and where they cross

Per user, per req and flat. Per-user is cheapest for a very small desk and gets expensive as managers are added; per-req suits low-volume hiring with a big team; flat suits a desk where many people touch a few roles at once.

The cost of counting seats

When each hiring manager is a line on the bill, the practical answer is to keep them off the system and forward emails instead. That undoes the concurrency and history that were the reason to buy, and it does not show up as a cost anywhere on the invoice.
